Our Climate Smart Communities division helps community-based partners and other key actors align systems (building science, development, financing, policy) and develop models that can be replicated and scaled to transform how housing is delivered through programs that align high-performance, climate-ready, healthy housing and community revitalization.

The Energize Delaware Affordable Multifamily Housing Program, implemented in partnership with New Ecology, supports building owners, developers, and operators in improving the performance of multifamily properties across Delaware.
The program provides a comprehensive package of technical assistance, financial incentives, and financing support to address projects across the building lifecycle—including new construction, recapitalization, and existing building upgrades.
Building scientists and engineers at New Ecology work alongside project teams to translate building performance goals into practical, cost-effective strategies that can be successfully implemented in real-world conditions.

Climate Smart Homes is an Energize Delaware program administered by New Ecology. The program supports affordable housing developers in delivering all-electric homes that are healthier, more energy efficient, climate resilient, and affordable to operate.
We work alongside developers from early design through construction, providing practical, hands-on support to translate high-performance strategies into real-world projects across Delaware.
The program focuses on small-scale residential buildings—such as single-family homes, duplexes, and townhomes—and supports both new construction and rehabilitation projects.

New Ecology is expanding its ability to equip practitioners, trades, and housing providers with the skills and tools needed to translate policy and innovation into implementation. Our team provides technical assistance services that builds the capacity needed to deliver better housing, enhancing the capacity of community-based organizations to advance affordable housing that is healthy, stable, and more affordable to live in over time.

We help public and community partners embed green building practices into existing work and programs. We train designers and contractors in proven, energy-efficient and climate-smart building practices by disseminating research and best practices to accelerate adoption of effective climate solutions across the affordable housing sector.
Through comprehensive technical assistance and on-the-job training, we guide builders through the complete process, from design to construction to certification. We're also creating educational materials and engagement opportunities to build statewide interest and knowledge in high-performance, sustainable construction.
